Modular Starting Systems - Neighboring Forest World

This mod simply adds a requirement for the starting solar system to have a forest world within the same solar system as the starting world. For those modders that want to guarantee that one such world would be generated nearby instead of other mods loosening starting system requirements by removing neighboring planet requirements.

Note: This mod has a priority of 9999, meaning that it should load after the vast majority of other mods have loaded (provided no other mods with lower priorities list this mod as "required" or "included", which would force this mod to load before those other mods, regardless of priority settings).
