The HHK MCS B-16u Flatcar was made for those urban stations, where they use pallets rather than containers in their urban yards. It was easy to tweak the design to hold the UniCon rails rather than MCS, but the floor had to be filled, for obvious reasons. The railcars were built with new combo TCP 1.3 controllers and a lot of rails into it's frame. The rails were added on later so workers would not fall off or slip their legs onto the wheels.

The thing has TCP 1.3 compatibility, and swaps the low floor and MSC - ISO compatibility for a higher floor and 7 UniCon slots. The minimalist design stays a bit. It's mostly meant for pallet transport, but you can load small forklifts and stuff onto it too. It has a maximum load of 120 tons on two axles but now it seems that exceeding it will be nearly impossible.
