Cars will park there if you use the "TMPE" mod with "Parking AI" turned on.

• Turn on "Anarchy"
  
• Open Find It and search for "decorated parking" or "parking 7x4"
  
• Plop it next to a road on a flat surface

Maintenance = 0 (there is a payment machine so supposedly it pays for itself)
