Faster Fortifications

This mod does several things:
- Makes it so Palisades build faster.
- Fort construction progress is saved even if the province is conquered, for better or worse. Gold will still need to be paid if the fort is canceled by the province being taken as normal.
- Sites that create forts are automatically revealed when building a fort, and a small portion of the gold is returned.
- Allows any nation to build underwater forts, and additionally take one fewer turn to construct.

There are four versions of the mod included. Three turn reduction, two turn reduction, one turn reduction, and no reduction for if you just want the rest of the features.
Only use one at a time.
Uses site ID 2331-2335 for all versions.
