tmall23 discovered that the ahistorical unbuttoned collar waistcoat that wealthy pops can wear is 'male_waistcoat_european_03,' but using the original mod will cause pops designed to use the 1.8 clothing additions to appear naked.

I commented this option out in the 1.8 genes file, effectively updating the original mod to 1.8

Vanilla 1.8 already limits the casual-wear opportunities for IG leaders, but it will still be available for pops and some of the IGs. This should suppress that entirely, keeping your entire pops list professional and historically appropriate.
