easier fuel (x5)

This patch changes the default fuel to 20 instead of the vanilla 100.

It will work with the quadratic fuel scaling mod. (whatever the usual fuel cost will be is 1/5).
It will not work as intended with Betabound! fuel scaling or with Realistic Fuel Cost. The normal fuel costs for these mods will instead be reduced by 80, independent of distance.
Any other fuelscaling mods are untested, but probably the worst thing this mod will do to them is nothing, unless you are using some mod that significantly overhaul the entire fuel cost system.
