max fuel scale with ship size

Max fuel is now scaling with ship tier. I have a memory of this mechanic in the vanilla game some time ago, but either I am remembering wrong, or chucklefish removed this feature.
In any case, I can't remember the exact values for each tier, so I made them up:
Tier 3 - 1000
Tier 4 - 3500
Tier 5 - 6000
Tier 6 - 8000
Tier 7 - 9000
Tier 8 - 9500
Tier 9 - 10000
Tier 10 - 10000
Tier >10 - 8000

This was originally intended to be a companion mod for quadratic fuel scaling (this is how I get the blue graph), but you can use it as a standalone mod also, or with other fuelscaling mods (this mod by Xaliber also works well with this mod).

It should be compatible with other mods that are having max fuel upgrades, but those upgrades will be overwritten every time you upgrade the ship. It will probably not work with mods that are changing the default max fuel.
