Start a dummy map and test it.
If I do something significant to it that changes the asset that others might find useful (like changing it's AI type or stripping it down of props and flat leveling a growables set of assets to level 1's), I post it up in workshop for others to use if they chose to.
I do have some convern about graphics glitches with the lowest part of the parking lot road and the base, and also the moving the building being a bit fidgety since it does need a road to place in the first place, but that should be over come with Anarchy.
There's two building assets, a large hospital complex, and a unique Kansas City convention center that are designed to be place by a road, but also to have another road go through the middle of it using Anarchy and MoveIt!, so it should be possible to place this over a parking lot "road".
Again not a vanilla drop and play, you might also need Node Controller to squeeze or expand the parking lot edges to it to match up perfect also.
