That's unfortunate. Though the main problem with combining different mods is that they often modify the same entities in SimulationDescriptors[Class]. In this case it is the City entity.
I have the plan in the future combine a lot of mods into one with features toggled in the game creation menu. But I don't do it right now and generaly don't mod at the moment
