Yes, but with a caveat. It is vanilla value docks add to every water tile. I think that it's unbalanced too. Given you can build docks to be able to build even more.
I tried to tweak docks build cost, but this may be just not enough.
If you interested in more different disctricts I suggest you to look into Combo Techs mod by Enchanteur
Right now the cost is calculated like this:
Cost = (NumberOfDocksInCity * 1.1 + 1) * 600
I think that 1.1 is a too minor modifier to have an influence. I would like to do some tests changing this value.
About fixed quantity I don't realy want it to be that way. I want the player to be free though that freedom does not always means efficiency.
And about binding docks quantity to districts quantity. It's an intresting idea and should be technicaly possible. A drawback it would be unintuitive mechanic. For now I'll stick to changing modifier and see if it do the difference.
