compatibility patch for slightly smarter ai and NSC3

Actually it's hardly a patch, it just disables SSAI's changes to ships. Section Templates are a pain.

For version 3.13 and up

@Cheesemongle so does it still work if i use the console commands: observe and test it or it only works if theres a player playing/controlling their ships etc..?

I think so? It won't crash and ship designs can just changed so, i dont think there'll be any issue

I WAS having the no ship AI no corvette issue, but I changed the load order as author suggests and it's working now. Glad I found this convo
