Blacklist Venice

For some, Venice is a unique and interesting addition to the game. The inability to settle new Cities offers a unique challenge that dramatically changes up the game, while the overwhelming economic potential ensures that Venice can remain competitive even in the face of other, larger nations.

For others, Venice is a nuisance - a menace that makes them think twice before setting their Civilization to Random, knowing that there is a chance - albeit slim - that they will have to either restart their campaign entirely or play with a major handicap that they may simply not be willing or able to tolerate.

This mod is for the second group of people. With a few simple lines of code, Venice is now removed from the game entirely - neither the AI nor the player can select them or roll them at random. You'll never have to deal with the pain of seeing Enrico Dandolo's face after pressing "Start Game" as a random Civ ever again.
