Mincho Witch Psycasts compatibility patch

描述
这个mod让珉巧女巫能在VPE环境下像原版一样通过提升灵能等级自然获取专属技能。由于使用了hediff实现，灵能升级后需要 1500ticks 获取新技能（以优化这个hediff的tick频率）。
This mod is a compatibility patch, makes MinchoWitch get their unique abilities normally in Vanilla Psycasts Expanded environment
the way to gain these abilities is not changed(by upgrading psychic link, ability will come after about 1500ticks naturally).
这个mod可以添加到已有的存档中，可以直接删除，不会造成存档损坏。
This mod can be added to existing saves, remove from existing saves is safe.

@N2OXH2O And VPE Alien Patch aims to integrate those unique abilities to the perks system Vanilla Psycasts Expanded provided, by introducing new xml function to add new branches to VPE perks system. (I've been not playing RW for a time, couldn't recall some details.)

@N2OXH2O Originally, MinchoWitch will gain their abilities gradually by leveling psylink using vanilla xml function. But Vanilla Psycasts Expanded make a detour to not use this function, I just rewrite a hediff check to MinchoWitch to implement that.
