Update for Title-Ranked Portrait Borders.

The mod worked basically fine already, but broke the new dragons in CK3AGOT.

This update should be more compatible with other mods because it uses the new frame system that Paradox put in place.

I've also added some quick regency frames.

Credit to MacAwesome. I'll remove this mod if/when they come back and update their mod.
