Simplest Subtitles: Combine Overwatch

This is a convert of an add-on of the HL2 addon for the Simplest Subtitles Framework that adds subtitles for the majority of Civil Protection, Combine Soldier and Overwatch voice lines, as well as most of the radio transmissions.

Notes:

- The game uses sentences.txt to dynamically assign different names, numbers and locations for their units and enemies, but there's no method to transcribe each combination. As a such, these sentences have been written in generic terms instead.
