state transfer tool allows you to change the owner of a state to whoever you want

i'm not the original modder of this mod but i've kept it upto date and working

I've updated the mod, if it still doesn't work for you unsubscribe the mod wait for steam to delete the files and resubscribe

Thank god this has finally be added to vic, hoi has something like this and it's a god send. If this can get the ability to add buildings and other things to completely customize a nation It'll easily be one of the best if not the best mods for vic 3. Tysm
