Lower leverage treshold (1)

Lowers the Leverage Advantage treshold for joining and inviting to Power Blocs to 1 instead of 200. This makes it easier for nations to qualify for this treshold, but does not make it more likely for them to want to join.

This mod is for if you're having a hard time getting nations that want to join you or for getting Power Blocs to allow you to join with a lower barrier for their influence in your nation.

Be warned that a limit of 1 is very very easy to reach. This version is not balanced and will cause some blocks to grow unrealistically fast. Though the AI is not that good at making use of it at that times.
