Method 1:

Use the optimized version with less population. Please don't adjust the world laws relating the birth and old age.

- Limit every village to 100 population. This can be done in the world laws area. You may have to remove some people manually

Method 3:

- Limit every village to 100 population
- Disable human babies
- Disable death from old age

This map contains almost every country of the Second World War and is perfect for recreating it.
