However i know in the past tag of
<CharacterAbilityGiveStat stattype="IncreaseFabricationQuality" value="1"> Worked.
Your version of CharacterAbilityGivePermanentStat seems to only work while using tag="" conditional so my assumption is that it's still either required but left empty if we want it to affect everything or it only works with specified items inside tag condition, instead.
Example: Im level 100 electrical engineering able to craft excellent quality battery, getting handyman perk doesn't change that quality to masterwork, it still stays as excellent quality. That's the case across the board for any item, be it vanilla or modded.
Not working in my modded campaign, even tried putting it all the way up in the load order but still doesnt work, otherwise great mod.
