There are 5-6 variants for the look of them and it would only happen if you get assigned the one that isn't working.
A clean game with just your mod on and console commands upgraded the sorcer lord just fine.
The Sensation's Call bug looks like it is not compatible with save games, sadly. The slots to recruit them appear but there aren't any characters to recruit. It might fill up after some number of turns, but it wasn't showing up on the next turn. I will get that update out soon!
That confirms that the goblin unit card issue is a vanilla bug. It is not affecting all variants of the Sorcerer Lord of Slaanesh so that is why it will sometimes work and sometimes give you the goblin card. The seed that controls those variants is static in your save, so you will get the same one every single time you do it off the same save file, which is where your consistency is coming from. I would recommend leaving a big report on the official forums about it (especially if you can confirm it with 0 mods).

I found the source of the Sensation's Call bug and am testing a fix (and if it will be save game compatible)!
I am not able to replicate the Sorcerer Lord issue, however. Do you have any other mods installed?
