Increase villager quest counts

Increase the number of quests you need to finish before they become recruitable.
[1-4] -> [5-10]
This effects ALL villagers, including tenants.

Note: This mod is loaded in low priority (-80), so any other mod with higher priority that modifies their quest count will override this.

If you wish them still being who they are, not becoming a crewmember, THIS mod will do just that.
If you want to only disabling settlement villager graduations, check THIS.
The disable all will override villager one, be sure to use only one.
