Compatibility - Foxcom Psionics and LWOTC

For the most part, foxcom works fine with lwotc, except when you allow rookies to be turned into psi operatives. When that happens, you can train them infinitely, much like the base game.

This mod reapplies the experience requirement for lwotc psi operatives to rookies that turned into psi operatives.

This also fixes a logic error of the original mod, but I'm going to contact Iridar about that, since this is supposed to be a compatibility patch.

Note: The logic error has been fixed in the original mod, but the lwotc specific correction remains, so use this if you want to bring back that.

Potential future update: change the psionics row AP costs in lwotc from using the XCom row formula into Iridar's formula (and create a config to switch between the two).
