Urban Center Electricity Generation

Compatible with 1.9.*. UCEG makes it so Urban Centers generates electricity while on "electric streetlights".
Compatible with VTM, load order doesn't matter.
Can be installed mid-game.
Affects everyone, AIs included.
Works for all languages.

This mod essentially adds one tenth of a hydroelectric power plant into each level of an urban center.

When on electric streetlights one level of UC now:
uses 1 unit of engine
employs 250 more laborers
180 more machinists
120 more engineers.
generates a surplus of 2 units of electricity and 1 point of pollution.

(These are meant to represent pre-steam turbine generators.)

The excess electricity should be able to be consumed by pops and buildings alike.

This should make microing electrification a lot more straight forward. It should also help with the autonomous building queues spamming power plants.
