Remove Criminal Holdings

描述
Do you hate those pesky Criminal Heritage holdings that spread crime on your valuable planets regardless of how many enforcers you employ? Are you sick of waiting for a random event to fire which may or may not remove that holding?

Well, this is the mod for you. This mod adds a simple planetary decision which removes a Criminal Holding at a modest cost of:
- 100 influence
- 1000 unity; and
- 500 consumer goods.

The criminal heritage empire will receive a notification event the same as if the random event had fired. They will also receive the insult opinion modifier, reducing their opinion of you by 200 for 100 months.

The decision has a prerequisite of having the 'Artificial Moral Codes' social technology researched.

the ai seems to just put another holding right back in after the decision.

For the love of God thank you. No longer will I have to wage long protracted wars to flip an AI empire's authority just to banish their stupid criminals from my worlds. Bless you sir/ma'am.
