True Multiculturalism - South Africa

This mod adds a decision to South Africa that allows it to add Zulu, Sotho, Xhosa, Khoisan, Tswana and Nguni as primary cultures if it manages to enact Multiculturalism. It also adds some subsequent decisions that allow South Africa to add Tonga, Herero and Shona as primary cultures if it expands more than it did IRL and manages to fully control one of their homeland states. This is my first standalone Vicky3 mod and I know very little about the cultures of this region of Africa, so let me know if you see any errors or undesirable outcomes, technical or historical.

Should be compatible with any mod that still has a South African nation using the South Africa tag in the game, although it may not work 100% as intended if a mod adds or removes any culture in South Africa. Let me know if there's a mod you want me to make this work with, and I'll try to get around to it when I feel like it. It should be compatible with any future versions of the game as of 1.6, as long as they don't do anything weird with country tags, decisions, cultures or primary cultures.
