Better Mech Part Rarities

Redoes all vanilla mech part rarities so that tiers can be more easily distinguished.
Does the same to blueprints, while also giving them colour-coded icons.


T3(starter) => Common
T4 : Uncommon
T5 : Rare
T6 : Legendary
T7 : Essential

Each parts tier was determined by taking all of its internal stats and finding the average between them.
Note that while those same stats are present in a parts description, they're offset by -2, so the scale goes between T3-T7.

The blueprint rarities are also offset by 1 to depict the tier of blueprints they give out, rather than their own tier.
Except for T6 which gives out T6 parts, but is coloured as T7 to be distinguishable from T5.


Doesn't affect modded parts and the rarity won't change to depict stat changes made by mods.
Set to priority -100 so that it doesn't override texture mods.
