Because the may be outdated. Aka newest patch ruined the mod.

Nice. I don't use UIOD myself, but glad to read that Orrie got it working.

@AlphaAsh The scroll bar appears in the agreements tab when you have UI Overhaul Dynamic installed, it does not appear at the planet screen. I suppose some tweaks could add it but I am not skilled in UI modding.

It's a modifier given by capital buildings.

@Roseru Your thumb does show a scrollbar. If all you've done is changed the defines for holdings, then that addition to the UI isn't native to your mod. The modding of the UI I've done there myself, I couldn't get a scrollbar working either, and I instead increased the size of the window.
