I believe you wont respond to this, but honestly, you will read this anyway. I mentioned Ukraine as my homeland to prove it isnt the sanction's fault. There can be any other country in that sentence, but, I guess, this word annoys you so much that u cant even get the context right lol. A guy just asked why it is not available for them, so now you're blaming them and the liberal system that makes you wait to post your wallpaper. What an insufferable punishment, I agree. But the real question is why do you still use this capitalistic shithole if it's part of the garbage dump? I also had that bug, but, I guess, Ukraine isn't under sanctions, so there is a problem with steam, but you're so fast to blame that filthy politicians. But, if even that is the politicians fault, maybe, you should check on your system first and make sure that your politicians aren't the ones who responsible for it ¯\_(ツ)_/¯
