Can you give me some more details so I can isolate your issue.
What start date are you playing?
Who are you playing as?
What county/province are you having issues with Temple Citadels?
Start a new game with only MBR in your playset to confirm the bug and if so please let me know.
If you find the buildings do appear for the Temple Citadels, which they do, then you have confirmed that one of the other mods in your normal playset conflicts with MBR.
If the other mod edits the county view then no they won't be compatible.
As promised the AUH update for MBR raises the building cap to 20 building slots
Paradox have decided to cap building slots in AUH at 6
I'll be increasing that when I update the mod, I'm thinking off capping at 15, if only because I recently added the scrollbox for the buildings row so I wanna see it used
