I had all SE World settings 'default' when building this design on Pertam :)
Are you disconnecting the welders and grinders at the rear of the design to seperate the grids?
Are you pasting the design into your world or building it manually through a projector?
When pasting in, does the Drill Head bounce as shown in my newer tutorial on this design showing its not a static grid like the rest of it?
In terms of having a Turning capability, I don't think its worth as it will add complex Hinges & Rotors that may cause wobble etc. when its more simple to deconstruct and rebuild elsewhere as the rear end just represents your Base's build capacity as the drill mines 99% ores it needs to build the tunnel floor/walls/roof.
