Better Safety Harness and Bandolier

Changes to vanilla
Safety harness is now equipped in bagslot not outer wear (diving suit spot)
Safety harness now has 5 slots instead of no slots
Safety harness 5 slots now work like toolbelt slots (I think this is a change but can't remember)

Bandolier is now equipped in bagslot not outer wear (diving suit spot)
Bandolier gains 1 Large slot that can hold most large weapons and railgun shells and decoy, This slot is marked for easy Identifcation.
Bandolier 3 slots now work like toolbelt slots (I think this is a change but can't remember)

Changes compared to the above mentioned mod, Originally this was suppose to just be safety harness mod but I learned that the author of the other mod allowed crates and regular ammo with a slot size of 64 in that 1 large slot. so this is a 2 in one special.

Reasoning for this change is I feel both items are utterly useless in all stages of the game given you need diving suits on the regular 80%+ of playtime. either doing EVA or hull breaches. and to add insult to injury the 2 items require a level to unlock making it feel incredibly bad to waste a point on something you have to swap around, and the bandolier is even worse slot wise to toolbelt and you can't equip large weapons which is Security's biggest issue with inventory management.
