No Tech Gated SPARK Cosmetics

This mod makes all vanilla SPARK cosmetics available at every armor tier, mostly useful if you don't run something like Unrestricted Customization to have access to all the parts at all tiers innately.

It does this by removing the vanilla body part entries and replacing them with new versions.

It also adds localization for easy differentiating.

Torso parts have (CNV, PLT, and PWR) at the ends of their names because they're set up to have 3 individual part entries for the 3 armor tiers, meanwhile Arm and Leg parts use bAnyArmor so it isn't necessary for them.

This was built with the WOTC mod tools, but this is literally just some XComContent edits, this should work fine in vanilla. The WOTC Highlander is only a requirement for the new localization this adds, so you might be able to get away with it.
