It is a quick solution to the problem of not being able to build the Administration building;

I don't own the mod, it was created by Rabbit Bugher;

I don't mod for Vic3, and I don't intend to keep updating this mod either, I just did it so people who have little or 0 knowledge in mod creation can keep playing with it;
I don't know if it's possible to change these 2 mods mid-game, and I also don't know if there are other problems with the mod, from what my experience with the mod says there are no other problems.

I will delete this mod if the author requires it, or if he updates the original mod to a working version again.

sorry, but as i said on the description, i'm not the owner of the mod, i don't know how to mod, i just made a quick fix for it to work based on a comment on the original mod, i did on my game, it solved, and i made this mod for the people that dind't want or had 0 knowledge on how to make that fix.
