Mod break colonization but
just change state_colony_growth_creation_mult -> state_colony_growth_creation_factor in ustp_institutions.txt file.

dont use this mode after 1.5 patch. this patch makes game instantly cut

So theres no way to mod this without needing to put down state edicts?

Frankly, I just want to tax colonies cuz I feel the pops get too rich even when I'm 'exploiting' them. I'd be fine if this taxed colonists like normal but the money just disappeared.
