Essential mods and a couple other personal favourites

This modpack mostly comprises of the following:
- tools for building, traffic management, etc
- fixes for quirks
- increased limits

There's nothing in here which drastically changes gameplay

IPT2 is included in here but the main release hasn't been updated in a while. It might be good to migrate away

Don't install Mod Tools unless you are developing a mod / diagnosing an issue.
