Updated descriptor file for 3.8.x, let me know if there are any issues.

Compatibility patch for No Ethics Spawn Bias and Ethics & Civics Classic. Requires only ECC, this compatibility patch must be loaded *after* ECC.

It appears to be working with 3.7 as is, even the empire created by certain origins is spawning correctly.

It shouldn't, but it may be a result of how I made the mod work with bug branch. give me a moment and I'll put up a separate version of the mod for the bug branch and we'll see if that fixes the problem, just in case

does this mod add ethics by accident? my game has capitalist/socialist and industrialist/ecologist but i cant find out which mod does this
