The way to make it work:
Go to NORMAL game keybinds. Options -> controls -> Modify.
Scroll down until you see "Gizmo hotkeys" - Assign Gizmos. Set this to be some key combination (I think modifier keys work best, like Rctrl+Rshift)
Then in a menu (like the architect tab: orders) you hold down said modifier keys, and then right click. There is "make hotkey" or "Make direct hotkey"
All this action does is Create an option in the keybinds to activate this option.
In order to actually set the hotkey, you need to go back into keybinds, and the selected action should show up under "Gizmo hotkeys".
If there is any faster/easier way... i haven't found it. And would really appreciate some shortcut to that direct list (via hotkey, or other option) or having said keybinds be in a different list you can pull up. to save on the amount of time you need to spend scrolling down in the keybinds list and going through menus
