Rarer Powerful IGs

Still compatible! (1.0.3~1.9.*). Makes it so an IG will gain powerful status at 25% clout and lose it at 20%.
Compatible with VTM, load order doesn't matter.
Can be installed mid-game.
Affects everyone, AIs included.
Works for all languages.

This will make breakaway parties rarer, and in most cases would result in a more realistic party composition (New Brunswick won't get a "Free Trade Party" at game start, for example)

This will also make it easier to remove powerful status from IGs (most relevantly, the Landowners)
