The needs a prisoner has is set at the time they first arrive at your prison and how much they care about a certain need or if they even have it at all is semi-randomized. This mod sets it so that when needs are generated at intake, privacy and safety have a 0% chance of being selected as a need the prisoner even has. So, it will work for new prisoners by making it so they never have the needs in the first place but any existing prisoners in a save prior to the mod being activated will still have the safety/privacy needs.
tl;dr
Does not work for prisoners in a save before the mod is activated but will apply to all new prisoners at intake.
unsub the mod while having your mod list open in the game, then re-sub, it will appear.
