Outpost Wall Block Fix

Outpost wall blocks now work like pipes, as the unused sprites clearly intended.

Outpost wall blocks can now be painted, using the same color scheme as outpost supports since they both use the exact same colors for default.

Adds recipe for outpost wall blocks to the industrial workbench (upgraded furniture crafting table thing), unlocked by obtaining outpost supports, outpost platforms, or just the outpost wall block itself.

As this block appears in vanilla microdungeons (such as the one pictured) and is easily obtainable by players I am confused as to why they left it in this state.
