Since this mod has been reported working in 1.5 I added it to the No Version Warning-mod

This Mod doesn't need to be updated to V1.5 becuase it is a simple Patch.

Is it safe to assume this isn't getting a 1.5 update?

After looking into the mod files, I highly recommend you convert your changes into a xpath patch file instead of redefining the building. And for that matter, only have the single building redefined if you go that route, instead of including the entire file you edited.
