[WOTC] ADVENT Isolation Protocol

ADVENT operations have made it significantly more difficult to communicate with Resistance Cells around the world. The Make Contact button will now only appear when an adjacent region has a Radio Tower installed in it.

For hard mode, this ability can be disabled via config, meaning that the ONLY way to contact regions would be by using [CI] New Activity Chain: Contact New Resistance Cell and the CI Covert Action Chain it creates.

Either option will make it significantly more difficult to strategize which regions to contact and when to contact them. You have been warned.

Since this now requires Radio Towers before making contact, it may be worth the effort to tweak the base game contact costs. I have added a quick reference config for making it easier to tweak these settings if desired.

At this moment, nothing is actually required to make this mod work. With the addition of the ability to make contact after an adjoining Radio Tower is built now means you can use this WITHOUT needing [WOTC] Covert Infiltration.
