I assume that manually writing to the json file introduced a json error, leading to the mod being unable to load the file properly and handling it as a corrupted file as a result

you will probably find a warning in the log file that says "failed reading [...]DSS_ExtraCarePackages.json", with the error attached to it.
the mod assumes file corruption in such a case and resets the file
"updating loop" is a behavior caused by a bug in the game (not mod updater) where the game fails to extract the updated zip file into the mod folder. This can happen either due to those folders getting blocked by broken folder permissions (often, but not always caused by onedrive, controlled folder access or simply the fact that the extraction system is prone to failing on its own.
mod updater is mandatory to fix the game inability to properly download the update in the first place, but it cannot prevent the games equally buggy extraction process failing, as that runs before mods are loaded. For that reason it is marked as a requirement.
if the game prompts you to restart, ignore and remove the message (esc key), then wait for ~20 seconds and restart the game manually .
you can also try disabling the mod,unsubscribing and resubscribing while in the main menu, to fix broken folder permissions.
I tried to run this mod without the Mod Updater - but that is not possible. So I will need to change to a diffrent mod :(
care packages shown in the printer are not saved with the game, they are rerolled when you reopen the printer after a load.
if you refer to the care packages from the care package editor, please send me the log file, that sounds like the data file for it got corrupted
