so hawk and falcon are weaker than eagle and raven? but their equipment seems more next-gen and modern?

Falcon is an Eagle-aligned faction of good economical standing. They are locked in conflict with the Hawks, who are Raven-aligned.

But of course, that's not set in stone. The point of V+ is that you make your own lore.
