Faster Modern Tram

Makes the "Moder Tram" faster, it uses the patch method.
Changed speed from "17" to "25" of both the "Durasteel Tram" and the "Modern Tram"

From some odd reason already placed trams before the use of this patch won't be affected, they have to be picked up and placed again to make them faster.

06/Aug/22 UPDATE: Made it even faster (38) because it was too slow for me in a skyscraper city with many blocks it was too slow to get on top. if you don't like it just comment here and I will make a custom version restoring its previous speed of 25.
