Airlock cycle loop fix

This mod fixes the notorious airlock bug on worlds with no atmosphere (ex: Moon, Earth orbit) where vehicle airlocks will go through an endless loop of cycling but not removing air. Works in both test and main branch versions.

Known issues: This mod will cause the manned submarine to not work at all, and scenarios with a submarine to crash upon starting or loading a save. Disabling this mod will fix the issue and allow you to play.
