This is a very complete package for land based search and rescue services. The Minuteman provides mobility and rescue crew resources with the pumper cart providing a large refillable water system.

The excellent all wheel steering of the Minuteman can move the size controlled pumper cart through forests for front line fire fighting. Even spreading forest fires can be contained by refilling and returning with more water.

Structure fires, such as a house, can be worked through to recover survivors and the whole fire extinguished. Then with the Minuteman seating the survivors can be taken to hospital.

While there are various full size fire trucks they are often based around multiple crew real life vehicles. In Stormworks this often bigger and more expensive than is needed for single player. The real inspired vehicles include features or decorations based on functions not in Stowmworks like linkable hose lines or numerous manhandled ladders.

This combined package is excellent for small and remote communities such as islands and your own scattered island bases. The cost performance for the rescue capability means deploying three or more for a single large complicated fire truck. In dense populations the larger and multi-crew vehicles are a good solution. For Stormworks, scattered island communities and your single player game this dual package is far more effecient.

As many missions, including vehicle fires, can be managed by the Minuteman alone it is intended this package is spawned on an as needed basis. Alternatively you can store the pumper cart and hook it up as needed.
