Better Mining Laser

I found some great mods for the pickaxes and drills, but couldn't find anything for the mining laser. So I made one.

Behold the power of the Mining Laser! No more is it a disposable, clumsy, waste of time tool, but now a flexible and craftable tool.

Features:

- Removed durability usage, because no one likes durability.
- Fixed item description to match.
- One-handed! I think this was how it was in an older version of Starbound, not sure.
- Pairs great with grappling hook or one-handed weapon or whatever you want.
- Reduced the energy usage because it seemed a bit high.
- Craftable with realistic (imho) materials from the Agricultural Station, Survival tab.
- Increased cost in peacekeeper store to align with improvements.
