Most modern swarming of missiles is usually conducted using a combination of systems. A few days a go a Storm Shadow hit a Russian ammo depot. However, it has been launched in combination with other more visible missiles as to detract the attention of missile defense systems. So the enemy does see a swarm of missiles and has to react to that.
It's easier to make a missile stealthier or faster to penetrate air defenses than it is to make a swarm of small missiles with the same range and performance of a larger missile. America uses the semi-stealthy Long Range Anti Ship Missile (LRASM) and Russia uses the hypersonic Zircon. Nobody uses swarm missiles.
