I think it works well with The Ascendancy since they can reach a potter fairly easily for the bricks and "geographically" they're the "closest" to the dutch in the game (as in, western/mainland european)
Any kingdom can probably use it just fine though, because some of the stuff is very end-game (like Marble windows) so by the time you can build these, you'll probably have all professions anyway. It's **definitely not** an early game building set.
It was a problem on ACE's side, apparently - the stable release didn't include a wall pattern that I made for it while working on the set. I sneak-fixed this on the Frostfeast activation update on ACE last night, so after your ACE gets updated, it should now work! :)
